Go to your sandbox course, go to the Rubrics tool, then the "Add Rubrics" button. Work from any rubric you have or just experiment with the criteria and ratings. Please know that, if you do not wish to define discrete ratings, you can add a rubric to an assignment and check a box to allow free comments for each criterion.
